- In a bowl, whisk together flour and baking powder. In another bowl, beat eggs with milk until frothy. Gradually combine both mixtures until smooth; gently fold in melted butter.
- Heat a nonstick skillet over medium heat and add a small knob of butter to melt.
- Pour small amounts of batter into the skillet, cooking for about 2 minutes on each side until golden brown.
- Transfer cooked blinis to a platter, top each with caviar, and garnish with fresh herbs.
- Serve immediately while warm.
